The EU Revises Cosmetic Regulations, Adding 30 Prohibited Ingredients
On July 19, 2023, the European Commission issued Regulation (EU) 2023/1490, amending the List of Prohibited Substances in Cosmetics in Cosmetics Regulation (EC) No 1223/2009, adding 30 substances deemed carcinogenic, mutagenic, or toxic to reproduction (CMR). Among these, six substances are listed in the Inventory of Existing Cosmetic Ingredients in China 2021 Edition (IECIC 2021). This regulatory revision impacts the domestic cosmetics industry, reminding enterprises to conduct self-inspections and make necessary product adjustments before the regulation takes effect.
