Filing basis
(1) According to Article 99 of the Food Safety Law of the Peoples Republic of China, food export enterprises and food raw material planting/farming bases must file with the national inspection and quarantine authorities. (2) According to Article 39 and Article 42 of theimport and exportFood Safety Management Measures of the Peoples Republic of China, export food production enterprises need to register with the customs at their place of residence. The specific registration procedures and requirements are formulated by the General Administration of Customs. (3) In accordance with the Announcement on the Implementation of the Separation of Licenses and Business Certificates Reform Pilot Program Nationwide, the Approval for Registration of Export Food Production Enterprises has been reformed nationwide from approval to registration.
II. Registration Conditions
(1) The food production enterprise intending to engage in export activities must be established within the territory of China. (2) The enterprise must establish and implement a food safety and hygiene control system centered on hazard analysis and preventive control measures, including a food protection plan, to ensure that exported food continuously complies with relevant laws, regulations, and safety and hygiene requirements during production, processing, and storage.
III. Registration Process
(1) Applicants need to use the Internet + Customs online service platform (http://online.customs.gov.cn)或中國出口食品生產(chǎn)企業(yè)備案管理系統(tǒng)(http://qgs.customs.gov.cn:10081/efpe)申請辦理。
(2) After completing and verifying the information, the printed, signed, and stamped Application Form for Registration of Export Food Production Enterprises must be uploaded as an attachment.

IV. Types of Registration
(1) Initial Application: The applicant submits the application and uploads materials to the local customs authority through the system. After approval by customs, the Registration Certificate for Export Food Production Enterprises will be issued. (2) Registration Modification: If the enterprise name, legal representative, or production address changes, the enterprise must submit application materials for review and approval through the system to the original registration customs within 15 days of the change. (3) Registration Cancellation: When an enterprise needs to cancel the Registration Certificate, it must submit an application to the local customs authority through the system. After review, the cancellation procedures can be completed.
