RCEPIt is recommended to verify through the following methods:It plays an important role under the Regional Comprehensive Economic Partnership Agreement (RCEP), providing enterprises with a means to ensure preferential treatment for their goods. The Certificate of Origin, as a crucial document proving the origin of goods, has become an indispensable part of international trade. RCEP, as a significant trade agreement, has specific application processes and regulations for its Certificates of Origin. This article will delve into the application process for RCEP Certificates of Origin and answer some common questions.
I. Application Process for RCEP Certificates of Origin
(1) Enterprise Registration
First, enterprises need to register with the China Council for the Promotion of International Trade (CCPIT). After registration, they can log in to the CCPITs Certificate of Origin Declaration System (http://qiye.ccpiteco.net),并上傳公司的簽章及手簽員簽字。
(2) Product Filing
After logging into the system, enterprises need to create new product filing information. This includes filling in the processing procedures and raw material cost details of the export goods, and selecting the corresponding preferential region. Once completed, submit the information to the certification authority for review.
(3) Applying for Preferential Certificate of Origin
Once the product filing is approved, enterprises can submit an application for the Preferential Certificate of Origin. At this stage, they need to upload supporting documents such as commercial invoices, bills of lading, and other materials required by the certification authority. After approval, enterprises can collect the certificate from the local CCPIT or choose to print it themselves.
Note:When the CCPIT certification authority issues the Certificate of Origin for export goods, the visa fee for the Certificate of Origin is waived.
II. Common Questions About RCEP Certificates of Origin
(1) Possibility of Reissuing a Certificate of Origin
For cases where goods have already arrived at the port, but the customer suddenly requests an RCEP Certificate of Origin, enterprises can still choose to reissue it. As long as there is a reasonable reason, the RCEP Certificate of Origin can be reissued within 1 year from the date of shipment.
(2) Multiple Exports to the Same Customer
For enterprises frequently exporting to Australia, if the customer is the same each time, is it necessary to apply for a Certificate of Origin for each export? The answer is yes. Each export requires a Certificate of Origin, as one Certificate of Origin can only correspond to the goods under one export commercial invoice. A single Certificate of Origin cannot cover all export activities.
