Russian Customs Clearance Procedures

Russian customs procedures are divided into two parts: preliminary procedures and basic procedures. Preliminary procedures refer to the procedures that must be completed before the goods enter a certain Russian customs procedure, aiming to prevent prohibited goods from entering and to facilitate the Russian customs inspection of the goods. The necessary procedures refer to the procedures that must be fulfilled by the Russian customs authorities, the customs declarant, and the person with full power over the goods and means of transport after the customs declaration is submitted to the Russian customs authorities.
Basic Procedures for Customs Clearance
Russiaimport and exportImported goods and vehicles under the supervision of the Russian customs are usually sent to the Russian customs office of the consignee or its branch, and the Russian customs procedures are handled there.
The person with full power over the goods and means of transport must submit the customs declaration within the time limit specified by the Russian State Customs Committee, which shall not exceed 15 days after the goods are submitted to the Russian customs (not exceeding 10 days for alcoholic beverages and tobacco products).
When the Russian customs authorities confirm the acceptance of the declaration, they shall number the declaration form and indicate the acceptance date. If there are doubts about the provided documents and information, the Russian customs authorities shall have the right to request supplementary documents and information to verify the accuracy of the information in the declaration and the submitted documents.
The person in charge of the Russian customs shall review the documents and decide whether to release the goods within 10 days at the latest (not exceeding 3 days for perishable goods). The above - mentioned time limit shall be calculated from the date of customs declaration.
If it is a consumption - tax - liable good, the goods must be declared in advance, and a temporary customs declaration shall be submitted to the Russian customs authorities 10 to 30 days before the expected transit date of the goods, and a security deposit shall be deposited into the Russian customs account. The rate of the security deposit is determined by Decree No. 420 of the Russian State Customs Committee on August 17, 1994.
The goods are transported by a customs carrier authorized by the Russian State Customs Committee; the goods are transported in accordance with the International Convention on the Carriage of Goods in 1975.
