To deepen corporate responsibility, enhance automotive market vitality, and promote high-quality development in the automotive industry, CNCA has decided to implement a pilot reform of self-inspection and self-certification for the CCC (China Compulsory Certification) of four types of commercial vehicles (flatbed trucks, box trucks, van trucks, and dump trucks). The announcement is as follows:
I. Pilot Measures
(1) Designate vehicle manufacturers as the primary responsible entities for certification
For the four types of vehicles produced by modification enterprises under the commission of vehicle manufacturers, the vehicle manufacturers shall act as the certification applicants and submit certification applications externally. Modification enterprises cannot apply for CCC certification independently. Vehicle manufacturers must file a list of involved modification enterprises with certification bodies.
(2) Implement self-inspection and self-certification for the four types of vehicles
When applying for CCC certification for the four types of vehicles, vehicle manufacturers may use test reports from their own laboratories to replace third-party test reports. Upon providing relevant guarantees, they are exempt from submitting application documents regarding production capacity, technical capability, and quality assurance systems.
II. Implementation Requirements
(1) Vehicle manufacturers must ensure product conformity in accordance with the implementation rules of compulsory product certification.
(2) Vehicle manufacturers shall strengthen daily management of modification enterprises to ensure they meet production resource requirements and maintain product quality and conformity. If product quality issues arise or modification enterprises fail to ensure continuous production of CCC-compliant products, vehicle manufacturers must promptly rectify the situation and notify certification bodies.
(3) Certification bodies shall specify the self-inspection and self-certification procedures for the four types of vehicles in their implementation rules, particularly the management requirements for vehicle manufacturers and product conformity. Certification bodies may inspect or test modification enterprises when necessary.
(4) If risks are identified in the four types of vehicles, certification bodies shall conduct on-site inspections of vehicle manufacturers and modification enterprises. For violations, corresponding certificates shall be handled according to law. Vehicle manufacturers submitting false application materials will face appropriate measures by certification bodies.
III. Other Matters
(1) All certification bodies shall refine work plans and revise implementation rules based on the implementation rules and this announcement, filing them with CNCA by September 30, 2023.
(2) All certification bodies shall submit their work reports, issues, and suggestions by December 29, 2023. The CNCA will adjust and improve the pilot measures in a timely manner based on actual conditions.
